Dear Buddha, Arahant, the Chief of the Transfiguration!
I. 
ACTIVITY (KAMMAKKHANDHAKAṂ)
1. STRENGTHENING RESPONSIBILITY (TAJJANĪYAKAMMAṂ):
At that time, Lord Buddha was seated at Sāvatthi, Jetavana, the abbot of Anāthapiṇḍika. At that time, Bhṇḍu vàaka and Lohitaka Bhikkhus,  They  are often the ones who often cause conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, and go to other bhikkhus too often. so conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, then say this:
- Great virtues, do not let him defeat. Be brave and shout out loudly. They are more intellectual, more experienced, more learned, and more prominent than that. Do not be afraid of that. We will go with you.
As a result, unborn conflicts have arisen and conflicts have been born more and more.
The monks less desire, self-sufficient, humble, regretful, preferred learning, they complain, critique, denigrate:
- Why are the Bhikkus and Paitaka Bhikkhus, who themselves are often the cause of conflicts, quarrels, arguments, nonsense talk and litigation among the congregation, and go to the vicissitudes? Other monks are also the ones who often cause conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, and say, " Hey, great men, do not let him hit you. lose. Be brave and shout out loudly. They are more intellectual, more experienced, more learned, and more prominent than that. Do not be afraid of that. We will go to the side with you , "that is why unborn conflicts have arisen and more and more conflicts have arisen.
Then, the bhikkhus have submitted this to the Buddha.
[2] At that time, the Blessed One, on this occasion, summoned the Bhikkhunī Sangha and asked the monks,
- Bhikkhus, the Bhikkhu and Lohitaka Bhikkhus, who themselves are often the cause of conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, Go to the other monks who are also the ones who often cause conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, and say, " Hey, good guys! Do not let him beat you. Be brave and shout out loudly. They are more intellectual, more experienced, more learned, and more prominent than that. Do not be afraid of that. We will go to the side with you , "so that unborn conflicts have arisen and conflicts have been born more and more, is not it?
- Well, that's right.
Lord Buddha blamed that:
"Monks, it is not right for the foolish, it is not right, not good, not suited, not allowed, not to do. Hey monks, why are these fools themselves who are often the cause of conflicts ... (as above) ..., and disputes in the congregation are also going to meet the other monks They are the ones who often cause conflicts ... (as above) ..., and argue in the congregation, and say, "Good men, do not let him defeat you. Be brave and shout out loudly. They are more intellectual, more experienced, more learned, and more prominent than that. Do not be afraid of that. We will go with you"So the unborn conflicts have already arisen and more and more birth conflicts have arisen? O Bhikkhus, this does not bring faith to those who have not faith, nor increase the faith of those who have faith. This, in turn, leads to a lack of faith in the unbelievers and the change of belief in some who have faith.
[3] After that, the Blessed One blamed the Paṇḍuka and Lohitaka Bhikkhus in various ways. He blamed the difficulty of supporting, the difficulty of eating, the excessive demand, the lack of knowledge, the group, the idleness; And in many ways you have praised the ease of feeding, the ease of eating, the lack of desire, the knowledge of enough, the renunciation, the moderation, the friendliness, the unbridled contribution, effort. He made appropriate Dharma talks suitable for the monks and told the monks that:
"For the monks, it is for this congregation to carry out reprisals against the Paṇḍuka and Lohitaka Bhikkhus. And so the monks, should do this: First of all, the Bhikkhu Paṇḍuka and Lohitaka should be rebuked; after the rebuke should be reminded; after reminders need to determine the crime; After determining the crime, the congregation should be informed by an experienced, competent bhikkhu:
Ladies, please listen to me. These Bhikkhu and Lohitaka Bhikkhus, who themselves are often the cause of conflicts, quarrels, arguments, nonsense talk, and litigation in the congregation, also go to the other Bhikkhus. They are also the ones who often cause conflicts, quarrels, arguments, chattering, and litigation in the congregation, and then say, 'Hey, good guys, do not let him beat you. Be brave and shout out loudly. They are more intellectual, more experienced, more learned, and more prominent than that. Do not be afraid of that. We will go with you; Therefore, unborn conflicts have arisen and more and more birth conflicts have arisen. If it is a suitable time for the congregation, The congregation should carry out reprisals against the Paṇḍuka and Lohitaka Bhikkhus. These are suggestions.

(as above) ..., and disputes in the congregation, also go to the other Bhikkhus are also those who often cause conflicts ... Twelve cases of incorrect French conduct.

[19] Bhikkhus, reprimanded ones are the righteous acts of the Fa, the right conduct of the law, are well fulfilled when they meet three other conditions: To be exercised in the presence, to be exercised properly. according to the Fa, is executed with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
[20] Bhikkhus, reprimanded ones are righteous acts of the Fa, are lawful deeds, are well fulfilled when they meet three other conditions: Executed from interrogation, according to the Fa, is executed with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
[21] Bhikkhus, reprimand action is righteousness of the Fa, the lawful act is fulfilled when all three other conditions are fulfilled: according to the Fa, is executed with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
[22] Bhikkhus, reprimanded ones are righteous acts of the Fa, are lawful acts, are well fulfilled when they meet three other conditions: according to the Fa, is executed with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.

[25] The bhikkhus, the reprimanded ones are the righteous acts of the Fa, the lawful acts, are well fulfilled when they meet the other three conditions: They are executed after the rebukes, True to the Fa, implemented with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
[26] Bhikkhus, reprimand action is righteousness of the Fa, the right conduct of the Law, is well fulfilled when all three other conditions are fulfilled: Executed after reminder, True to the Fa, implemented with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
[27] Bhikkhus, reprimanded ones are righteous acts of the Fa, are lawful acts, are well fulfilled when they meet three other conditions: To be executed after the conviction has been fulfilled. strictly following the Fa, executed with unity. Monks, who meet these three conditions of reprimand, are the righteous acts of the Fa, the right conduct of the law, are well accomplished.
Twelve cases of correct French action.
[45]  Bhikkhus, if you want the congregation to carry out reprehensible action against the bhikkhu possesses three characteristics: Often cause conflict, often cause quarrels, often cause the argue, which often causes chattering, often triggers litigation in the congregation; foolish, inexperienced, guilty of many sins, not made to escape (sin); close-minded at home, living not seriously mixed with the home. Monks, if you want the congregation can carry out reprimand for the bhikkhu meet these three characteristics.
 [29] Bhikkhus, if one wants the congregation to carry out revenge against the bhikkhu, there are three other characteristics: The higher the virtue, the damaged in the knowledge of perceived wrong. [4] This, O monks, if they want the congregation can actually enforce the reprimand for Bhikkhus have three characteristics.
 [30] Bhikkhus, if you want the congregation to carry out revelation, the bhikkhu has three other qualities: the disparaging Buddha, the disparaging Dharma, the disgraced monk . Monks, if you want the congregation can carry out reprimand for the bhikkhu meet these three characteristics.
[B] monks, if they want the congregation to carry out revenge against the three bhikkhu types: The class that causes the conflict ... (as above) ... and the dispute in congregation; ignorant, inexperienced, guilty of many crimes, not made to escape (crime); close-minded, at home, not seriously mixed with the home. Monks, if you want the congregation can carry out reprimand for the three classes of monk.
[32] Bhikkhus, if you want the congregation to carry out revenge against the other three bhikkhus: Happiness, the damaged category of knowledge is perceived wrong. Monks, if you want the congregation can carry out reprimand for the three classes of monk.
[33] Bhikkhus, if you want the congregation can carry out the reprimand for the other three classes of bhikkhu also: class decathlon of the Buddha, class dec. Monks, if you want the congregation can carry out reprimand for the three classes of monk.
Leave six cases if you want.
[34] Bhikkhus, the monk who performs the reprimand should do so in earnest. In this case, the seriousness of this duty should be: Do not give up the practice to the higher level, do not allow the refuge, should not care to serve, should not accept the appointment of teaching monks nuns , should not teach the monk who has been appointed, should not re-sin committed by the congregation, or be guilty of such sin, or be guilty of grave sin, should not criticize the conduct, Do not criticize the executors, for the pure monk should not suspend the  Uposatha  , should not suspend ceremony  Pavāraṇā Should not be guilty, should not accuse, should not accuse (should accuse), should not rebuke, should not remind, (and) should not collude the monk with the monk.
Eighteen members of the reprimand.
[35] Afterwards, the congregation carried out reprisals against the Paṇḍuka and Lohitaka Bhikkhus. When they are reprimanded by the congregation, they do their duty earnestly, become obedient, do the duty to correct, and go to the monks and say:
- The great virtuous chieftain, being the condemned by the congregation, we are doing our duty strictly, becoming obedient, doing the duty to amend, now how should we practice?
The monks have submitted this to the Blessed One.
- Then the monks, so the congregation to withdraw the reprimand for the Paṇḍuka and Lohitaka Bhikkhu.
[36] Bhikkhus, the reprimand should not be revoked against a bhikkhu who meets all five conditions: He gives up the practice to the higher level, allows the refuge, Appointment teaches Bhikkhunīs, teaching Bhikkhunīs when assigned. Monks, reprisals should not be withdrawn for the monk to meet these five conditions.
[40] Bhikkhus, reprisals should not be revoked against a bhikkhu who fulfills all five other conditions: A recidivism has been reprimanded by the congregation, or by sin, or The crime is more serious than the offense, the critics of the offense criticize the executives. Monks, reprisals should not be withdrawn for the monk to meet these five conditions.
[38] Bhikkhus, reprisals should not be revoked against a monk who meets eight conditions: the  Uposatha , the suspension of  Pavāraṇā  by the pure bhikkhu, the false , accusation, rebuke, reminder (pure bhikkhu), the monk who coheses the monks with the monks. Bhikkhus, the reprimand should not be revoked against the monk who meets these eight conditions.
End of eighteen cases should not be withdrawn.
[39]  Bhikkhus, reprisals should be revoked against a bhikkhu who meets all five conditions: He does not give up the practice to the next level; He does not allow the refuge, does not accept monk teaching ordination, does not teach bhikkhuni the designated oil. The bhikkhus, reprimand should be recaptured for the bhikkhu meeting these five conditions.
[40] Bhikkhus, reprisals should be recaptured for the bhikkhu who fulfills all five other conditions: The one who has not recidivities has been reprimanded by the congregation, or more serious crimes, do not criticize the conduct, do not criticize the executives, monks, reprisals should be withdrawn for the bhikkhu meet these five conditions.
Monks, reprisals should be withdrawn to a monk who meets eight conditions: He does not suspend  Uposatha , does not suspend the  Pavāraṇā  of the pure monk, , do not accuse (do not accuse), do not rebuke, do not remind (pure bhikkhu), do not co-ordinate the monk with the monk. Monks, reprisals should be revoked against the eight monks who meet these conditions.
Eighteen cases should be withdrawn.
[42] And these monks, should be withdrawn like this: Monks, Bhuyuka and Lohitaka Bhikkhu should go to the congregation, shoulder high heel, bowed at the feet of the senior monks , squat, put your hands together, and should say like this:
The great virtue, by the condemnation of the congregation, we do our duty seriously, become obsolete, do the duty to amend; We are now requesting the revocation of our reprimand . "

The congregation should be informed by an experienced, competent bhikkhu:
"You, Bach, please listen to me. When they are reprimanded by the congregation, the Paṇḍuka and Lohitaka Bhikkhus are strictly obeyed, become oblique, are obliged to amend, now request the withdrawal of reprimand. If the time is right for the congregation, the congregation should revoke the rebuke of the Paṇḍuka and Lohitaka Bhikkhus. These are suggestions.
Ladies, please listen to me. As the congregation performs reprisals, the Bhuya and Lohitaka Bhikkhus do serious duties, become obstructed, obliged to amend, now request the withdrawal of reprimand. The congregation rebuked the rebellion against the Paṇḍuka and Lohitaka Bhikkhus. Vipassana agrees to take revenge against the Paṇḍuka and Lohitaka Bhikkhus for silence; Anybody who does not agree can say it.
I would like to announce this incident a second time: Bach, please join me in listening. ... Any virtue that agrees with the revocation of reprisals against the Paṇḍuka and Lohitaka Bhikkhus for silence; Anybody who does not agree can say it.
I would like to announce this for a third time: Bach, you guys please listen to me. As the congregation performs reprisals, the Bhuya and Lohitaka Bhikkhus do serious duties, become obstructed, obliged to amend, now request the withdrawal of reprimand. The congregation rebuked the rebellion against the Paṇḍuka and Lohitaka Bhikkhus. Vipassana agrees to take revenge against the Paṇḍuka and Lohitaka Bhikkhus for silence; Anybody who does not agree can say it.
The reprisals against the Paṇḍuka and Lohitaka Bhikkhus were recalled by the congregation. The matter was agreed to the new silence, I note this is so . "
Exit reprimand is the first part.
2. INSTRUCTIONAL TEACHING (NIYASSAKAMMAṂ):
At that time, Venerable Seyyasaka was a foolish, inexperienced, guilty of many sins, not guilty of sin, being a close-minded, home; Furthermore, bhikkhus are tired of  parivas , [5]  returning from the beginning, for the  mānatta , [6]  and then for confession. [7]  The monks have little desire, ... (as above) ..., they complain, criticize, denigrate:
- Why is the great Seyyasaka foolish, inexperienced, guilty of many sins, has not been made to escape (sin), is close to the person at home, living not seriously mixed with the people at home made Bhikkhus is tired of giving  parivas , giving back (punishment) from the beginning, for the penalty of  mānatta ,  then to confession again?
Then, the bhikkhus have submitted this to the Buddha.
[44] At that time, the Blessed One, on this occasion, summoned the bhikkhu assembly and asked the monks,
- Bhikkhus, say bhikkhu Seyyasaka is foolish, inexperienced, guilty of many sins, not made to escape (sin), who is close to home, living not seriously mixed with people At home, the monks get tired of  parivasis , give back (punishment) from the beginning, for the penalty  mānatta ,  and then confession, right?
- Well, that's right.
Lord Buddha blamed that:
"Monks, it is not right for the foolish, it is not right, not good, not suited, not allowed, not to do. Monks, why foolishness is foolish, foolish, guilty of many sins, has not been made free from sin, who is living close to the person at home, living not seriously mixed with people at Back makes the Bhikkhus tired of  parivasis , give back (penalty) from the beginning, for the penalty  mānatta ,  then to confession again? O bhikkhus, this does not bring faith to those who do not have faith, or to increase the faith of those who have faith ... After reprimanding, he preached the Dharma talk and told the monks that:
- Bhikkhus, it is for this congregation to practice the teachings of bhikkhu Seyyasaka, saying, " You shall practice refuge ." And these monks should do the following. All, Bhikkhu Seyyasaka should be rebuked; after the rebuke should be reminded; after reminders need to determine the crime; After determining the crime, the congregation should be informed by an experienced, competent bhikkhu:
"You, Bach, please listen to me. This Seyyasaka-bhikkhu is a foolish, inexperienced, guilty of many sins, not made to escape (sin), is a close-minded member of the family, living not so seriously in the home as the monks. tired of giving him a penalty for parivas, return (penalty) from the beginning, for the penalty of mānatta, then for confession again. If the time is right for the congregation, the congregation should practice the teachings of the monk Seyyasaka, saying, 'You need to practice dependency.' These are suggestions.
Ladies, please listen to me. This Seyyasaka-bhikkhu is a foolish, inexperienced, guilty of many sins, not made to escape (sin), is a close-minded member of the family, living not so seriously in the home as the monks. tired of giving him a penalty for parivas, return (penalty) from the beginning, for the penalty of mānatta, then for confession again. The clergy practicing the teachings of bhikkhu Seyyasaka said, 'You need to practice taking refuge.' Any virtue that agrees with the practice of the teachings of the great Seyyasaka: 'You must practice the refuge of silence'; Anybody who does not agree can say it.
