At this time, the protest movement of Buddhism has become more and more explosive. On May 21, 1963, monk Thich Tinh Khiet issued a national ordinance to organize a ceremony for the victims of the murder in Hue. In Saigon, the procession, hyper bridge has turned into large-scale demonstrations. The protests started at the An Quang Temple and ended at Xa Loi Pagoda. The protesters stretched for miles with banners expressing the legitimate requirements of Buddhism and especially the five-point manifesto.
In the evening before the ceremony, Saigon's chief lieutenant-colonel Nguyen Phu Hai, the presidential secretary of the Quoc Cong Duc government and a sheriff, arrived at the An Quang Temple to order the protest. Venerable Thich Thien Hoa tired, not welcome guests.
Venerable Thich Duc Nghieam firmly told the authorities: "The monk did not come forward. But monks alone can not decide. This important congregation must convene enough Buddhist monks. We would like to send a five-point manifesto of Buddhism to Vietnam to submit to the president. "
