During the first 12 years, the organization of the Congregation activities was very peaceful, living in the spirit of unity and solidarity, so the Buddha did not need to restrict the Precepts, because each of them had control of body, speech and mind in each recitation. every moment should be freed, there are no unwholesome dhammas in the mind.
By the thirteenth year, the Sangha had a large number of monks, most of whom worshiped the Buddha to follow the renunciation. So, the Sangha generated many illegal things in daily life. Moreover, at this time the Sangha developed too fast, and widely accepted all sectors of society, from which decay occurred. Therefore, gradually, in the Sangha organization, many monks and nuns appeared for the purpose of dishonesty. Monks gradually live far away from the spirit of liberation and are drawn to fame and benefit. The precepts were forced to be born as a fence to prevent corruption in the Sangha, to protect the pure and peaceful harmony of the Sangha, as well as to preserve the Bhikkhu's nature from destruction. On the other hand, he feared the near and far rumors of lay people, they look at the Sangha's self-sacrificing lifestyle, but lose their righteous faith, or disparage, or envy, or treat the Buddhist congregation no less than the infidels. Therefore, the presence of the precepts is a very necessary factor to attain a pure Bhikkhu as a model for God and people and help practitioners to walk steadily on the path of escape from samsara.

1 Increase of the photographer: The Buddha's rule for monks to maintain life. The renunciate has maintained the Dharma Precepts, then he or she belongs to them. This is what makes them Vigorously.
2 Linh Tăng joy rejoice: is the holder of Pure Precepts, the fragrance smells better than flowers because it flies against the wind. This person makes the Sangha boldly and solemnly, but in the eyes of the secular world, the reverence is even greater, and thus the prestige of the Sangha will be raised, making the Sangha happy.
3 Spirit Increase security: When there are legal precepts, the world is refraining from the unruly and wrong of each person. Thanks to each person's self-restraint, no one is disturbing anyone. And so, both Sangha live in pure Dharma, so the Sangha is safe.
4 Believers believe: If monks live as Dharma, meaning that they lead a blessed life with enlightenment like Buddha, then this solemn image can replace him in praising the Dharma and giving rise to faith. those who have not respected the Three Jewels.
5 False Religion Growth: Those who believe in the Triple Gem, for them the Sangha is a living image of the Buddha, can take on the responsibility of driving the boat to bring sentient beings to the shore of liberation. So they increase the Dharma practice, the faith will grow and strengthen.
6 Nan subdue the false spirit of subjugation: The Sangha has only people who live in accordance with the spirit of the precepts and those who are stubborn and in accordance with the precepts. So in the Sangha there will be no wayward people who are difficult to tame.
7 Spirit of noble peace, peace of mind: makes people with serious self-discipline The precepts are at peace, they are truly out of sorrow. Because the Sangha is pure harmony, a peaceful person should gain them.
8 Piracy or present: is to prevent smuggling or defilement, the unwholesome actions are arising in the present life. Hence the pure being is strictly preserved.
9 Paragraph smuggled future: prevent the evil in the future to prevent arising. The old karma tossed away, the new karma not created any more, is really the last thing a practitioner will take for the Dharma Precepts.
10 The Dharma of the eternal Dharma: makes the Dharma long and lasting. This is the most important important thing that every practitioner we have to know.
