The Doctrine of Group II
consists of the Saila, the Prajnaptivadin, the Bahusrutiya
and the Vetulyaka.In discussing the doctrine of the Saila and other sects, Vasumitra considered them one with the Mahasanghikas, perhaps with the division of the Mahasanghikas in the Kathavatthu-atthakatha. The distinction is "ekacce Mahasanghika". Based on the "Kathavatthu", we have distinguished the Mahasanghika Mahayana tradition, which may be considered to be consistent with the view of the Saila and other tribes.
